Vigillo PSP Now Available to the Industry

Vigillo’s Pre-Employment Screening Program (Vigillo PSP) released to its 2000+ customers.

Last April, the FMCSA released a PSP system that allows motor carriers, with driver consent, to search the FMCSA database for past roadside inspections, violation and crashes.  This system had been mandated by Congress to give carriers visibility into the history of a driver candidate before a hiring decision is made. An FMCSA PSP report shows a listing of violation and crash data, costs $10 for each report plus an annual subscription fee, and does NOT compute CSA scores for the driver candidate.

Today, Vigillo released its version of a PSP, called Vigillo PSP.  The Vigillo PSP searches Vigillo’s aggregate database of those of its 2000+ customers who have expressly opted in to the use of the system.  Vigillo PSP is available at no additional cost to our scorecard subscribers and an unlimited number of PSP reports can be run (as long as driver consent is secured).  Vigillo PSP uses the violation and crash data to calculate CSA scores for the candidate driver in each of the 7 BASIC’s.

Vigillo’s database is not as extensive as the FMCSA.  We can only supply PSP reports for drivers whose data exists in the aggregate Vigillo database.  Vigillo believes that with over 650,000 drivers in the database, we will have very high “hit” rates.  Our plans are to continue to grow the number of motor carriers who participate, and over time, Vigillo PSP will become a robust Industry alternative to the Government system.  We encourage carriers to continue to run FMCSA PSP reports for comparison purposes throughout the beta (test/buildup) phase of Vigillo PSP.

Vigillo has worked very hard to ensure compliance with the Fair Credit Reporting Act (FCRA) and carriers who opt in must agree to abide by certain privacy rules as defined by FCRA including securing driver consent before each report is run.  One requirement of FCRA is to give drivers access to the reports that are being produced. We do this through a new driver portal called RoadsideResume  ( www.roadsideresume.com ) which launched this morning as well.  NOTE: FMCSA is not subject to FCRA and does not make PSP reports available at no cost to drivers.

We encourage all of our customers to give Vigillo PSP a try.  If you are not a Vigillo customer, we have a new Affiliate Membership Program that will permit non-subscribers to opt in to Vigillo PSP and run reports at a lower cost than FMCSA.  Please contact support@vigillo.com .

On December 12, 2010, the Federal Motor Carrier Safety Administration (FMCSA) launched the long awaited and much modified Compliance Safety & Accountability Program known throughout the industry as CSA.

The foundation of CSA is to identify Behaviors of commercial truck drivers that are linked to increased incidence of crashes.  CSA, as it has evolved today, consists of seven categories called BASICs, an acronym for Behavioral Analysis Safety Improvement Categories.  A collection of approximately 600 possible violations that are assigned severity weights and assigned to one of these categories.  The resulting score (measure) is then percentile ranked against the other members of the group to arrive at a percentile score of between 0 and 100. A high score being poorer performance, presumably increased likelihood of crash, and cause for intervention by the Agency at certain thresholds.

There are two methodologies for arriving at these percentile scores, one for motor carriers called the Carrier Safety Measurement System (CSMS) who are subject to CSA, and a second, similar methodology that individually scores and ranks commercial drivers (DSMS) who drive for carriers subject to CSA.  Both methodologies are officially published by the FMCSA.  All well and good, a safety scoring system, utilizing the Behavior of Drivers as the ingredients for calculating a safety score for drivers, aggregated to create a carrier score.

Indiana Will Retroactively Adjust Speeding Warnings

This just in…VERY interesting developments on the speeding front:

A recent communication from the Indiana Motor Truck Association explains that the state of Indiana will retroactively (and automatically) change generic 5-point speeding warnings that occurred in Indiana after November 1, 2010 to the newly created 1-point tiered speeding violation.  This change will occur in February 2011.

Additionally, Vigillo is happy to announce that, based on this new information, once the state of Indiana has made these retroactive changes to speeding warnings, Vigillo will analyze customer and data and will alert any Vigillo customer with a speeding warning from the state of Indiana that has not been changed as indicated.

FMCSA has delayed the January Monthly Update

Quick Update: The FMCSA has delayed the January 2011 Monthly Update. The FMCSA originally published a monthly update schedule that lists the week of 1/3/2011 as the scheduled monthly update for Safety Data.  That week came and went without a safety data or SMS update.

The FMCSA has now indicated that the January 2011 monthly update will occur the week of 1/17/2011.  As soon as the FMCSA releases the monthly update, Vigillo will download and process this data and update customer scorecards.  We will notify all Vigillo customers of the update…because that’s what we do.  :-)

How To Manage Your Critical Safety Data

Now that the CSA Safety Measurement scores have been live for a month many carriers, shippers and brokers are still getting used to the new format and scoring changes. As brokers and shippers continue to grapple with the best way to use the data—many carriers are realizing the importance of the data and their scores as they relate to other motor carriers.

One of the most critical tasks a carrier should perform is a careful analysis of the data. Since CSA uses all data generated from roadside inspections it is important for carrier management to look for root causes. Careful data analysis will help a carrier find ways to improve their processes and policies and in turn address potential safety and regulatory concerns. Many carriers I have worked with are doing exactly that. They pull the data on a monthly basis and evaluate it to look for consistent issues. For many carriers the data will clearly point to one or two issues the company needs to address.

VigilloQ’s data error challenges have high success rate

Carriers who have a good strategy for submitting and tracking data error challenges to FMCSA’s Data-Q’s system are ahead of the curve when it comes to maintaining good CSA scores.

Vigillo’s recently released VigilloQ’s error submission feature can now report a high success rate for its customers.  With over one-thousand error submissions now entered using the VigilloQ’s feature, customers are seeing an 80% rate of success in getting corrective action taken by enforcement officials. (80% of all sumissions acted upon are fixed)

85% of the VigilloQ’s challenges were disputing some aspect of a violation, 15% disputed data from a crash.
