Annette Michelle Sandberg, who has more than 20 years of professional public safety and law enforcement experience at Federal and State levels of government, heads TransSafe Consulting LLC (www.transsafeconsulting.com). Ms. Sandberg became the 2nd Administrator of the Federal Motor Carrier Safety Administration (FMCSA) on August 1, 2003, following her nomination by President George W. Bush and confirmation by the Senate. Her focused efforts assisted in the reduction large-truck fatality rates by 41% from 1996 to 2008. Ms. Sandberg led the agency of 1,100 people with a budget of $465 million until April 1, 2006. She also served as Deputy Administrator of the National Highway Traffic Safety Administration (NHTSA) with more than 600 employees and a $403 million budget. A nationally recognized expert in law enforcement and public safety, she led the Washington State Patrol as Chief for 6 years. The agency had a biennial budget of $321 million and more than 2,200 employees. When appointed in 1995, she was the 1st woman to lead a state police agency. She served in the Washington State Patrol from 1983 to 1994 rising to the rank of Lieutenant. Ms. Sandberg received a law degree from the Seattle University School of Law in 1993. She is licensed to practice law in Alaska and Washington. In 1988, she received an MBA, Magna Cum Laude, from City University, Bellevue, WA. She attended the Government Executive Institute at Harvard University in 1996 and the FBI's National Executive Institute in 1998.

5 Things to Consider When Reviewing PSP Data

Now that the FMCSA has started the Pre-Employment Screening Program – many employers are unsure if or how to use the data contained in the reports.  The FMCSA was mandated by Congress to make this data available to potential employers (after a release is signed by the driver) to help the employing motor carrier make better decisions about hiring safe drivers.  However, many motor carriers still wonder how to use the data in making employment decisions of future drivers.

The FMCSA recently announced changes to the PSP and will now provide even more data for employers to consider. These changes include providing co-driver safety and post crash violations.  It remains to be seen how this additional data may create even more challenges for employers.

How To Manage Your Critical Safety Data

Now that the CSA Safety Measurement scores have been live for a month many carriers, shippers and brokers are still getting used to the new format and scoring changes. As brokers and shippers continue to grapple with the best way to use the data—many carriers are realizing the importance of the data and their scores as they relate to other motor carriers.

One of the most critical tasks a carrier should perform is a careful analysis of the data. Since CSA uses all data generated from roadside inspections it is important for carrier management to look for root causes. Careful data analysis will help a carrier find ways to improve their processes and policies and in turn address potential safety and regulatory concerns. Many carriers I have worked with are doing exactly that. They pull the data on a monthly basis and evaluate it to look for consistent issues. For many carriers the data will clearly point to one or two issues the company needs to address.
